Mehfooz Punjab exists to close two gaps at once: the global shortage of cybersecurity professionals, and the shortage of real opportunity for the youth of Punjab.
Punjab is home to more than 120 million people, over half of them under thirty. Meanwhile, the world faces millions of unfilled cybersecurity roles. This programme connects the two — turning the province's demographic strength into its digital shield.

A public programme, run to public standards
Mehfooz Punjab operates under the authority of the Government of the Punjab as part of the province's digital and skills agenda.
The programme's mandate is set by the provincial government and aligned with Pakistan's National Cyber Security Policy. Its delivery is entrusted to institutions with a track record — and its results are reviewed, published, and audited like any other public undertaking.
Provincial Oversight
A steering committee under the Chief Minister's Office sets programme direction, reviews outcomes, and approves each annual expansion phase.
Implementation by PITB
The Punjab Information Technology Board delivers infrastructure, labs, and the digital platform — with the operational rigour of Punjab's flagship IT body.
Academic Alignment
Curricula are reviewed with the Higher Education Department and partner universities so training maps to recognised academic and industry standards.
Transparency & Audit
Merit-based selection, published intake criteria, and independent audit of programme funds — accountability befitting a public initiative.
